Rules for the provision of hotel services at the Yakovlev Hotel
General Provisions
These rules of accommodation have been developed in accordance with the "Rules for the provision of hotel services in the Russian Federation" established by the Decree of the Government of the Russian Federation dated 18.11.2020 No. 1853. The Yakovlev Hotel is a structural subdivision of IP Palenga A. L., hereinafter referred to as the Contractor. Accommodation for a period of more than 2 months is possible only with the permission of the director of IP Palenga A. L. 1.4. Prices for basic and additional services, the list of services provided for a separate fee, are set by the tariffs approved by the director of IP Palenga A.L. Smoking in the Yakovlev Hotel is prohibited in accordance with the Federal Law of 23.02.2013 N 15-FZ (as amended on 28.12.2016) "On the protection of public health from exposure to environmental tobacco smoke and the consequences of tobacco consumption" For all issues not specified in these rules, the Hotel Administration is guided by the laws and regulations of the Russian Federation. Feedback and suggestions regarding the operation of the hotel can be left with the administrator on duty. The hotel is not responsible for the safety and integrity of the Guest's property that has not been handed over to the hotel administration for safekeeping by the Guest according to the inventory, as well as in the event of the presence of unauthorized persons in the room, leaving the room open or unattended. In the presence of especially valuable items, large sums of money, the Guest undertakes to hand over this property or money to the hotel for safekeeping, otherwise the hotel is not responsible for the safety and integrity of such property. The Guest undertakes to observe generally accepted safety and behavioral measures on the hotel premises (Do not use faulty equipment; Do not use items for purposes other than their intended purpose; Do not repair items on your own; Do not stand on windows, Do not climb out of windows, Do not light a fire, Do not use equipment that is higher or lower than 220 V, Do not use electrical items while taking a bath or shower, Do not attempt to move furniture on your own, Do not play sports in the room, Use furniture for its intended purpose, etc.). The Hotel shall not be liable for the Guest's actions, or for any harm or damage caused to the property, life or health of the Guest, in the event of the latter's failure to comply with applicable laws, being in a state of alcoholic or drug intoxication, the Guest committing unlawful or illegal actions, or the Guest's failure to comply with established safety rules, instructions and other regulations. If the Guest is under the influence of alcohol or drugs, or if the Guest commits actions that violate the Hotel's established ethical, decency and moral standards, the Hotel has the right to refuse accommodation without actual reimbursement of the money paid by the Guest, to contact law enforcement agencies to hold the Guest accountable, and shall not be held liable for the actions committed by the Guest.
Booking procedure.
2.1. Booking of a room(s) at the hotel is carried out by accepting a written booking request via post, fax, and electronic communication, allowing to reliably establish that the request comes from a specific consumer, or via telephone: - Contacts for postal communication: Russia 664025, Irkutsk, Timiryazev proezd, 9 - Contacts for telephone communication: +7 (950) 065-83-59 - Contacts for electronic communication: info@yakovlevhotel.ru 2.2. For a guaranteed booking of a room at the hotel, an advance payment in the amount of the cost of one night's stay or the Guest's credit card details are taken, or other payment methods are considered in agreement with the Hotel Administration. 2.3. In case of a guaranteed booking, the hotel awaits the Guest until 12:00 on the day following the day of the planned arrival. In case of cancellation of the reservation less than 24 hours before the day of arrival, late arrival or no-show of the Guest, he or the customer will be charged for the actual downtime of the room, but not more than for one day. If the delay is more than one day, the guaranteed reservation is cancelled. 2.3. In case of non-guaranteed reservation, the hotel will wait for the Guest until 18:00 on the day of arrival, after which the reservation is cancelled. 2.4. In case of late arrival of the Guest who has booked the room(s), he/she will be charged for the actual downtime of the room(s), but not more than for one hotel day. 2.5. In case of non-use (no-show) of the booked and paid room(s) by the Guest, the cost (payment) of accommodation for one (first) hotel day is non-refundable.
Accommodation and stay at the hotel
3.1. When checking in, the Guest signs the Agreement for the provision of hotel services, in which he/she confirms that he/she has read the Accommodation Rules at the Yakovlev Hotel, the Fire Safety Rules, the Anti-Terrorist Security Rules, Civil Defense and Behavior in Emergencies, and agrees to the manual and automated processing of his/her personal data. For the period of the accommodation reservation, the Guest is issued a guest card, which serves as the basis for obtaining the key to the room.
3.2. If it is necessary to extend the stay, the Guest must notify the reception and accommodation service administrator (reception and accommodation desk) of the hotel no later than 2 hours before the check-out time - 12 noon local time. If there are available rooms, the reception and accommodation service administrator extends the stay.
3.3. The room (reception and accommodation) is provided to citizens of the Russian Federation upon presentation of a valid identity document in accordance with the requirements of the Legislation of the Russian Federation. 3.4. The room (reception and accommodation) is provided to foreign citizens and stateless persons upon presentation of a valid travel document proving identity, migration card and visa (if the guest is a citizen of a country with which the Russian Federation has a visa regime). 3.5. The hotel administration reserves the right to refuse to provide services to guests who have not presented an identity document. 3.5. Information about the staying Guest is provided to interested parties only with the written consent of the Guest. Without the consent of the Guest, information is provided only upon official request from the police, fiscal authorities and special services. 3.6. Registration of Guests who are citizens of the Russian Federation at the place of stay in the hotel is carried out in accordance with the Rules for registration and deregistration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation, approved by the Decree of the Government of the Russian Federation of July 17, 1995 No. 713 "On approval of the Rules for registration and deregistration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation and the list of persons responsible for receiving and transferring to the registration authorities documents for registration and deregistration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation". Registration at the hotel of minors under 14 years of age is carried out on the basis of identity documents of their parents (adoptive parents, guardians) or close relatives, accompanying person(s) present with them, a document certifying the authority of the accompanying person(s), as well as birth certificates of these minors. 3.7. Registration of a foreign citizen and stateless person at the place of stay in the hotel and their deregistration at the place of stay are carried out in accordance with the Rules for the implementation of migration registration of foreign citizens and stateless persons in the Russian Federation, approved by the Decree of the Government of the Russian Federation of January 15, 2007 No. 9 "On the procedure for implementing migration registration of foreign citizens and stateless persons in the Russian Federation". 3.8. Admission of strangers who are not staying at the hotel is carried out with the oral consent of the Guest using a pass issued by the administrator of the reception and accommodation service before 23-00 hours. In this case, registration of visitors in the "Guest Registration" log is mandatory. If a stranger stays in the room after 23-00 hours, the consumer must pay the cost of the extra bed, and the Guest is fully responsible for compliance with the Accommodation Rules. 3.9. If luggage storage is necessary, the Guest can use the luggage room. For residents, this service is free. 3.10. Additional free hotel services: ambulance call, mail delivery to the room, wake-up call service, sewing supplies, first aid kit of the approved sample, boiling water. 3.11. On the day of departure, the room key is given to the administrator, after the maid checks the room, payment for additional hotel services is made. If the Guest informs the administrator of his departure time in advance, the hotel will try to reduce the time for check-out. 3.12. The Guest is responsible for the safety and integrity of the Contractor's property located in the room, and is also obliged to comply with the rules of residence in the hotel and fire safety rules. When leaving the room, it is necessary to close the windows, taps, turn off the lights. In the event of damage caused by the guest to the property of the hotel, the guest compensates it in full in accordance with the internal documents. 3.13. Guests acknowledge and do not object to the use of a video surveillance system in the hotel corridors and hallways of the building.
3.14. In order to ensure order in the hotel, it is prohibited to:
- smoke in the rooms, hallways and premises of the hotel; - hand over the room keys and guest card to strangers; - store flammable materials in the room; - bring weapons to the hotel and store them in the room; - violate generally accepted norms of behavior, including being on the hotel grounds under the influence of narcotic substances; - show aggression or actions that threaten the health or property of others.
Payment for accommodation.
4.1. The hotel operates 24 hours a day, 7 days a week, 365 days. Check-out time (check-out time) is 12:00, check-in time is 14:00.
4.2. The hotel has a daily payment for accommodation.
4.3. In case of preliminary guaranteed booking, payment for one (first) day is charged in the amount of 100% of the actual rate.
4.4. If the guest is late, payment is charged for the actual downtime of the room, but not more than one day. If the guest is late for more than one day, the reservation is cancelled.
4.5. Payment for accommodation and services at the hotel is made at free (contractual) prices approved by the director of the Atlas Hotel and is charged in accordance with the time of check-in at the hotel - 14:00 local time of the current day. Check-out must be completed before 12:00 local time the following day. Extension of stay beyond the booked and paid time (if there is no reservation for this room) is charged as follows:
- from 12:00 to 18:00 after check-out time – hourly rate; - from 12:00 to 24:00 after check-out time – 0.5 days of the room rate; - more than 12 hours after check-out time – a full day.
4.6. Accommodation of the Guest in the booked room before check-out time (from 00:00 to 08:00) on the day of arrival – a fee of 0.5 days of the room rate is charged. Breakfast is not included in the price of early check-in. 4.7. For stays of no more than 24 hours (24 hours), a fee is charged for a full day, regardless of the check-out time. 4.8. Upon arrival, the Guest pays for accommodation one day in advance or pays for the entire period of stay. When extending the stay, payment must be made at least one day in advance. 4.9. Refunds for accommodation at the Guest's request are made starting from the second day of stay at the hotel. Prepayment for the first day of stay at the hotel is non-refundable. 4.10. All payments are made in Russian rubles. Cash and major debit and credit cards of international and Russian payment systems are accepted for payment. 4.11. Accommodation for children under 5 years of age in family accommodation without a bed is free of charge (breakfast is paid separately). Accommodation for children over 5 years of age on an extra bed is paid additionally; without an extra bed - only breakfast is paid. 4.12. When making calculations with a discount (seasonal discounts, special offers, loyalty program), the following rules apply: discounts are provided only from the open rate for direct booking through the hotel (without services, booking/tourist companies); discounts are not cumulative; discounts are provided only for accommodation.
In case of a fire in your number: 1. Immediately report the matter in a fire brigade by phone: 9 + 01; If to liquidate the burning center by own efforts it is not obviously possible, leave room and close a door, without locking it. 2. Surely report about a fire to the manager (tel. 100) or to other representative of administration. 3. Leave a dangerous zone and act according to the indication of administration or fire protection.
In case of a fire in your number: 1. Immediately report the matter in a fire brigade by phone: 9 + 01. 2. Leave your room after will close windows and doors, leave a building. 3. If corridors and staircases are filled strongly with smoke and to leave a room it is impossible, remain in your room, having opened wide windows. The closed and well condensed door can protect you from dangerous temperature for a long time. To avoid poisoning with a smoke, close cracks and ventilating openings the moistened water towels and bedding. 4. Try to phone to administration (tel. 100) about the site. 5. With arrival to a scene of firefighters approach to a window and give a sign on rendering to you to the help. To wait a fire it is possible on a balcony or in a loggia, thus it is necessary to close behind itself a balcony door!
3. In a situation where signs of a hostage-taking threat have appeared: * immediately leave the danger zone or hide; * after hiding, wait for the terrorists to leave and leave the premises and leave as soon as possible; * those who are taken hostage must remain calm and composed, do not argue with the terrorists, comply with all their demands, ask permission for all actions, * do not take any proactive measures to free the hostages or contact the terrorists; * if possible (if you have a mobile phone), inform your relatives or the police about what happened and your location; * if it is safe to free yourself from the criminals, run immediately; * if there is an explosion or shooting starts, immediately fall to the ground, preferably under cover, for greater safety cover your head with your hands.
4. After the explosion, it is necessary to follow important rules: * make sure that you have not received serious injuries; * calm down and, before taking any action, look around carefully; * try to provide first aid to other victims, if possible; remember the possibility of new explosions, collapses, destruction and, if possible, calmly leave the dangerous place; * if you are injured or are blocked under rubble - do not try to get out on your own; * try to strengthen the "ceiling" with nearby furniture debris; move sharp objects away from you; * if you have a mobile phone - call rescuers on "112"; * cover your nose and mouth with a handkerchief and clothes, if possible wet; * if as a result of the explosion you are under rubble: while waiting for help, try to attract the attention of rescuers by knocking, shouting, while using your energy sparingly. * shout only when you hear the voices of rescuers - otherwise there is a risk of suffocation from dust; * do not make a fire under any circumstances; * if a heavy object crushes your leg or arm - try to massage it to maintain blood circulation.
5. In an earthquake:
* quickly leave the hotel building (at your disposal 15-20 seconds), focusing on the evacuation plan. * if you are on the upper floors, stand in the opening of the front door, move away from the windows and take a place in the corner formed by the main walls. * stay away from walls, fences and poles. Do not enter the building - the tremors may be repeated. * It is forbidden to jump from the upper floors, light matches and candles! * do not panic. * do not move to the exit in a crowd of confused people succumbing to herd instinct.

INSTRUCTION ABOUT FIRE SAFETY REGULATIONS IN HOTEL
Dear guests! We ask you to observe fire safety regulations: - Don’t use in room electro heating devices (coffee pots, irons, boilers). - Leaving room, don’t forget to switch off the TV, a radio receiver, the conditioner, lighting lamps. - We remind you that it is dangerous to cover the included floor lamps and desk lamps with subjects from a combustible material. - It is forbidden, to smoke in room. - Is inadmissible to bring and store in room fire-dangerous substances and materials. - If you arrived to hotel the first, familiarize, please, with the plan of evacuation which is at you in room.
MEASURES FOR COMPENSATION OF THE PUT DAMAGE
In case of damage drawing to the property relating to fixed assets (according to the legislation) under condition of its restoration – 20% from its cost, but not less than a cost of repair or the restoration which has developed now in the market of services are paid. In case of damage drawing to other property, at possibility of its repair or restoration – 50% of its cost, but not less than a cost of repair or the restoration which has developed now in the market of services are paid. In case of damage drawing to property, at impossibility of carrying out its repair or restoration payment is made proceeding from its market cost: Cost to 1000 rub for unit – in the 2nd multiple size; Cost more than 1000 rub for unit – 150% from market cost. In all cases of damage of property, the statement of the put damage with the instruction in it is drawn up: Circumstances; Reasons; Guilty persons; Costs of the put damage. The act is made in 2 copies one of which is in hotel, and another is handed out to the guest or the enterprise administration which representative caused a damage.

Payment regulations
For the first day, payment is charged in full, regardless of the length of your stay;
Payment for accommodation at the hotel is made in accordance with a single check-out time (12:00 of the current day, local time);
In case of your check-out after 12:00, payment for accommodation is charged as follows:
From 12:00 to 18:00 - hourly payment (based on the cost of the room per day);
From 18:00 to 24:00 - for 0.5 days of the room cost;
More than 12 hours after the check-out time - for a full day.
In case of early check-in from 00:00 to 12:00 on the day of arrival - a fee of 0.5 days of the room cost is charged. The early check-in price does not include breakfast;
In case of advance guaranteed booking with early check-in, the first night will be charged at 100% of the actual rate including breakfast.
